Systemic election reforms: What's going on?
Final Five voting. Ranked choice voting. Nonpartisan redistricting. Systemic election reforms are afoot across America. What are these reforms and why are they happening?
Over the past 18 months I had the chance to speak to some business leaders about elections reform. Thinking about my audience made me think harder about the subject of systemic elections reform.
Two of the insights that struck me are:
(1) There is a market for systemic election reform ideas because so many Americans are dissatisfied with governance and the two parties; and
(2) Governance dysfunction partly is the product of a mismatch between the hiring process (the way we run elections) and the job demands (being an elected official necessitates bargaining out public policy deals that please a majority of voters).
